Chevette registration documents?

I want to make my car street legal. First I had the 1256 ccm engine and now I have a 2.9 V6 107 kW. The car registration center does not want to do the papers. Here are the requirements: Alternate engine parameters must not be different from original engine parameters more than:
- power of engine > 30%
- displacement of engine >20%
- weight of engine > 10%
Now I need to know the horsepower of a HSR, then the engine weight. I'm going to replace the 2.9 engine code with the 2.4 one. They look exactly the same. On the vehicle inspection paper was written front axle weight 492 kg. It means that the front axle can be only 541.2 kg. Can some give me the necessary information? I'd be very grateful.

The HS / HSR engine was 2279 cc

Power was 135 bhp / 101 kW (optionally 150 bhp / 112 kW)

I don't have an accurate figure for weight of the 16V

Nice bit of creative accounting going on here.... when it's registered as a 2.4 can you go round the loop again to sneak up to 2.9??

Sounds more restrictive than here (UK), but then, it's the insurance costs that tend to slow you down here!

Does any chevette have a 2.6 litre engine in original. I have seen some pictures where its writen on the engine "HSR 2.6".
